Key experience

Dr Holman is an environmental consultant with 20 years experience, specialising in air quality and motor vehicle emissions. She has been commissioned to write numerous technical and policy reports on these issues. Her clients include the UK Department of Environment, Transport and the Regions, National Audit Office, the European Environment Agency, the European Commission (DGXI and Joint Research Centre at Ispra) and Ford Motor Company. 

She played a major role in the European Auto-Oil programmes. These were European Commission/Member State/industry/NGO collaborations to identify the least cost package of measures to meet future EU air quality standards. She was a European Commission advisor on the air quality studies,[CH1]  and a member of the cost effectiveness study team for the first programme. In the later role she undertook the Inspection and Maintenance analysis and assisted with the motor vehicle technology assessment. She has also advised the European Commission on the air quality and cost effectiveness studies of the second Auto-Oil Programme, and assisted in the preparation of the base case emissions scenario. Dr Holman has undertaken a number of modelling studies forecasting future emissions from the transport sector.

For many years she attended the 'Motor Vehicles Emissions Group' that advises the European Commission on future vehicle emission standards and has good contacts in industry and government throughout Europe. She works closely with the Vehicle Certification Agency on motor industry certification to international environmental management standards.   She was a member of the UK Government's Quality of Urban Air Review Group for six years.

She has been a special advisor to the Royal Commission on Environmental Pollution and is the Chair of the board of the International Institute for Energy Conservation - Europe. She is a member of the South West Regional Environmental Protection Advisory Committee of the Environment Agency.
