Key experience

Dr Barrett is a consultant with twenty five years experience of modelling energy use and atmospheric emissions. In recent years he has specialised in the prediction of future energy use/emissions from the transport (surface and air), and power generation sectors, including micro-economic analysis of abatement strategies. He has developed a number of models to predict energy demand and supply, and the benefit and economic  cost of alternative policies to reduce emissions. These include energy conservation and fuel switching as well as technical pollution abatement measures. These models have been applied at both the international level and at the national level in Europe and Asia.

 

He worked extensively on the recent European Auto-Oil Programmes, a joint European Commission/industry effort to identify least cost packages of measures for the road transport and stationary sectors to meet future EU air quality standards.  Dr Barrett developed and ran TransOpt, the optimisation package used in the the first programme.  He has subsequently enhanced this model to allow evaluation of abatement strategies for other sectors of the economy in a project for the European Environment Agency. He has also developed the base case scenario for the second European Auto Oil Programme for the other than road transport sectors.

 

Dr Barrett's clients include the European Commission (DGIII and DGXI), European Environment Agency, the Japanese Clean Air Programme, UK Government, local authorities, electricity and other private companies, and non-governmental and environmental organisations.
